In my opinion there is not a reliable way to restrict some users from internet access and not others using features of the operating system alone. You can try to configure a bogus proxy server IP in the other users web browsers and then restrict their access to configuring that setting but I prefer a software firewall that can different settings based on the user that is logged on. I changed the users to limited access instead of having full admin but I want to know if that's all that's needed.
