The Shared Computer Toolkit should do what you want as far as restricting
the installation of unauthorized software.
In my opinion there is not a reliable way to restrict some users from
internet access and not others using features of the operating system alone.
You can try to configure a bogus proxy server IP in the other users web
browsers and then restrict their access to configuring that setting but I
prefer a software firewall that can different settings based on the user
that is logged on. PortsLock can do that and is shown in the link below.

the computer's are win xp pro w/ sp2 and no one should be installing
anything besides myself. they're just supose to use the programs that's on
there and nothing else. I want it so the only way they can install
something is by getting myself or the other person in charge to log in as
the admins so something can be installed if need be.
This maybe an issue later on i'm not sure yet, but also I want to know how
to allow some to have access to the IE but maybe not others. we have about
7 users who have user/pw. one of the things that was installed was aol and
netscape. little did they know that pc has no line running to it yet. but
once again, this is a church pc and they shouldn't be on the net anyway,
so once I do setup the IE I want to keep some from getting on or at least
figure out how to restrict sites.

Hello guys, I would like to know how to restrict users from being able
to install anything on windows xp. we have some pc's at my church that
people install stuff on and I would like to prevent that. I changed the
users to limited access instead of having full admin but I want to know
if that's all that's needed.
