Is it user rights or permissions via access control lists that you want to
give the group? User rights are tasks that the user can do such as change
system time and logon locally while permissions give users/groups access or
lack of access to folders/files/shares/registry.
User rights are managed in XP Pro in Local Security Policy local
policies/user rights. Permissions are granted in the security properties of
a folder/file/registry key or share permissions for a share for network
users. The link below explains more on configuring folder/file permissions.

OK. But how can assign user rights to these groups? Is something
difficult ? Do I have to become MCSE in order to do it?

There are a number of ways such as entering lusrmgr.msc in the run box or
right clicking the Computer Management icon, select manage - local users
and
groups/groups. Right click groups and select new group and give it an
appropriate name such as printer users, etc..
