I am not sure if this is your problem but the Windows time service should be
set to automatic for startup type. Software firewalls other than the Windows
Firewall can block access for the time service as can perimeter firewall.

My win xp pro sp2 does not want to synchronize system time.
Windows time service is set to run automatically.
Control Panel -> Date and Time -> most rigth tab (I can't see its name,
cause working now as restricted user) -> the ticket for automatic
time synchronizing is set. I have added one own server to the sntp
servers.
If pushing the button Synchronize Now, the error message "RPC server not
available" (or similar) is being displayed.
Then I have the windows time service manually started.
Now after pushing Synchronize Now win attempts to connect the server.
It last about 30sec, after that message appears "the server could not be
connected". This one is quite different from the first error message.
In the firewall logs I could not see windows is attempting to send any
packets at all. Thus, not the firewall settings are the reason now.
Have tried with both default sntp servers and the own one.
No success.
Do you know the reason, please ?
