You can use Group Policy "user" configuration to do what you want. You
would want to apply it to the users you want to restrict access via a
Group Policy linked to the OU that contains the user accounts. In
particular look at the settings under user configuration/administrative
templates/control panel/display - hide screen saver tab which you want to
set to enabled and then look under user configuration/administrative
templates/control panel - hide specified control panel applets and then
entering powercfg.cpl which will hide access to power configuration. That
may not stop a knowledgeable user from searching for powercfg.cpl to try
and access power configuration. In that case you may want to change NTFS
permissions on it to not allow regular users access.

Is there any method available to prevent users to access the hibernate or
screensaver setting for all users on Windows XP, where the computer is in
a domain controlled by a Windows Server 2003. That is manually set on the
specific computer as administrator. As to allowing the computer to
hibernate or go into screensaver mode affect how the system operates and
therefore wants the settings to be permenant and restricted to any users.
