I can verify that deleting the Registry entries and reinstalling the 912475 update will correct this. Additionally, you can also get the download from US servers.

I would recommend this method, as compared to downloading the "unknown" contents of someone's NtUninstallKB912475 folder.

Download the "$NtUninstallKB912475$.zip" below and extract the folder to
C:\Windows
http://www.digitalforrest.com/images/killer7/myfiles/$NtUninstallKB912475$.zip
Now download the KB913670 update and it will install correctly this time.

If by some chance that fails, run regedit and delete any references to
KB912475
Download the original KB912475 update and install it again.

Now run the KB913670 update again.
