to Norton Anti-Virus. By looking at the Windows Task Manager /
Processes, NAVAPSVC.EXE has a very high amount of Usage - it's
typically between 50 - 75% of the CPU. And normally it's right around
60-65. Because of this, the System Idle Process is low, low, low.

Is this something that can be looked at and corrected, or at least
improved?

The improvment would be to remove NAV and install either Kaspersky or Nod32.
Not only do these two require far fewer resources, they also have better
detection rates.
It isn't easy to remove NAV; you need to carefully follow the instructions
on the Symantec website.
