Can't save passwords in XP Pro

We have several systems running in workgroup mode which connect to our
2003 server. Most are working ok, but one of them will not let us save
the network passwords (when we map a drive) or the password for the
exchange server. There simply isn't a check box to save the password
when we enter it. I saw several articles saying to delete the
protected storage registry key, and I tried that with no luck. I also
ran the keymgr.dll to see if it would let me add something there, and
there is no 'add' button. Is something misconfigured, or is it more
likely that something got corrupted?
Any suggestions are much appreciated!
