Innately and in the way you are probably thinking from your

No.

You can make a "zip file" out of said folder. Windows XP will natively
treat said zip file as a folder - and you can password protect it as such.

Otherwise - know that Windows XP (NTFS anyway) is based off file/folder
permissions.
