Try this
On My Computer right mouse click select Manage
Local users and groups| Users | select from list user which you want to remove | properties | General | check Account is disabled and that`s all.
And that acount will not be able to login and so on.

Using Windows XP SP2. Tried to delete a user account. Process started and
ran for awhile, then stopped, displaying an error box stating that "Microsoft
HTML Application host has encountered a problem and needs to close". The
only options are to send, or not send, an error report to Microsoft. Result
is that the user account does not get deleted. Any way to fix the HTML
Application host problem, or delete the account?
