If you managed to disable the buiilt-in Administrator account, completely, and have no other Administrator level user, you're screwed.
However, you may be able to use a Linux boot disk to reset the Administrator account to Enabled.

I had the administrator account enabled on the welcome screen but i disabled.
it through computer management somehow and it does not appear their or using
the conventional Win2000 logon it sais that the account is disabled and to
contact the admin. I also tried the application you provided and nothing
happened, i have not tried safe mode yet because i do not remember the
startup keys you have to hold down
