I don't think this will work, but try it:

Right-click My Computer and select Manage
In the left pane, double-click on Services and Applications
In the left pane, highlight Services
In the right pane, make sure the Help and Support service is Started and set to
Automatic - if it isn't started, or is set to something other than Automatic, make
it so
Close the window

Does that work? You may need to reboot, but I don't think so...if you do reboot,
make sure the Help and Support service has started by following the steps outlined
above.
