Have you tried using System Restore to roll the system back to just before this behavior occurred ?

If that doesn't resolve the issue, suggest you download Sysclean from TrendMicro and run it from within Safe Mode with Command Prompt.

Download the Sysclean package from the link on the above page.
Create a folder on the root drive (eg. C:\) and name it Sysclean.
Move sysclean.com to that folder.

Download the latest pattern file from :
http://www.trendmicro.com/download/pattern-cpr-disclaimer.asp

Accept the agreement. Click : http://www.trendmicro.com/ftp/products/pattern/cpr/lpt472.zip

Extract the contents of the .zip folder to C:\Sysclean.
Restart the system to Safe Mode with Command Prompt :
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/boot_failsafe.mspx?

At the prompt, type in

cd C:\Sysclean

Press Enter. Now type in

sysclean.com

Press Enter.

The GUI will appear. Click the Scan button.
When the detection and removal is finished, do another scan.

Restart the system to normal Windows mode. Hopefully, the system will now allow you to install an antivirus program.
