Don't right click on the IE icon in the start menu or the taskbar, it has to
be the one on the desktop (if you have one). You can access the same options
by running IE, go to the Tools menu, then choose Internet Options (last item
on the list).

only tabs I have are... General, Shortcut and Compatibility. I went
through my program files and right clicked on IE and it gave me these
tabs... General, Version, Compatibility and Summary. Either way I didn't
find anything that said privacy. Any other options???

Did you Remove the Website from the Blocked Site, to do that try this:
Go to IE Properties >> By Right Click IE Icon on your Desktop, then
select Properties from the Sun-Menu. On the IE Properties Window Click on
Privacy Tab and Click on the Button Labled Sites and there you will find
all the websites you blocked or allowed access or Cookies Rather. Select
the website Address you want to access and Remove from the List. Hope
