I've checked those settings & found it set to Medium with both boxes ticked.
But...
I had turned off the Security Center option that comes with SP 2, when I got
sick of false warnings and it didn't seem to do anything really worthwhile.
When I was trawling 'thru tweaks & settings to see what controlled the Info
bar I turned Security Center back on.
I THINK this may have been involved in resetting the info bar behavior, but
of course I can't now recreate the behavior and it's further complicated by
my also using Google's pop-up blocker, my constant tweaking, my essentially
flighty nature and inability to remember what I've done, exactly, five
minutes after I've done it.
Oh well, keep on keeping on...

Hi Trick,
Go to the IE Properties and Click on the Privacy Tab, click on Pop Up
Blocker Settings Button in the Bottom of the Privacy Tab Winow.
In the POP Up Blocker Settings window you will see a header Titled
Ontofications and Filter Level:
[ ] Play a sound when pop up blocked
[ ] Show Information Bar when a POP Up is Blocked
I have both Ticked (Checked), and while you there be sure of the POP Up
Blocker set to the desired Settings (I.e Medium).
