Missing security tab (even with simple file sharing enabled)

I'm trying to clean up a machine that was infected with various
spyware, trojans, hijackers, etc.
There is no "security" tab displayed when I try to look at the
properties of any of the folders within Windows Explorer. This system
was cleaned, upgraded from XP Home to Professional SP2, patched, virus
scanned, etc. I've pretty much got the system cleaned up but have some
folders in the C:\ root directory that I cannot access. I am unable to
take ownership of the folders because of no security tab.
Can anyone suggest anything, or point me to a command line utility that
will take ownership of files (one that works with Win XP).?
