Are you running a single workstation or a domain?
If you are running single a workstation, click Start->Run and type "gpedit.msc". Then navigate to:
CompConf\Windows settings\Security Settings\Local Policies\User Rights Assignment\" and there "Change system time". You can there specify users that are allowed to change the system time.
If you are running a domain, I'd recommend that you do *not* let your users change the time on the systems since this can cause problems between the client computers and the domain controllers (for example login, group policy application, browsing through network objects). Anyway, if you still want your users to be able to change the client's time, open "Active Directory Users and Computers", navigate to the OU where the corresponding client computers lie, right-click the OU and create a new policy. Navigate to the setting as stated above and click "OK".
