Limited Users - controlling program access



I assume there is a way to control which programs a limited user can access.
For example, I just created a limited user account but I don't want that
limited user to have access to certain programs such as Cleanup 123 and
QuickBooks (the computer is running on Windows XP Home Edition).

Can I do that? If so, how?
