That's funny, Dell is mentioned in this KB article.
See if it applies to you.
The screen saver does not work when you use a Wireless Optical Desktop mouse
on a Windows XP SP2-based computer
http://support.microsoft.com/kb/911895
If the article applies, Dell was right, it's a Dell software problem.

Hello. I just got a new dell computer running Windows xp. My screen
saver will not activate. I've been online with dell and they say it is
not a hardware problem. Can anyone help me activate my screen saver
without buying a whole new computer.

Hello. If anybody has any ideas on this, it would be greatly
appreciated.
I am running Windows XP, SP2
I have no entries in HKCU\Software\Policies\Microsoft\Windows\Control
Panel\Desktop
HKCU\Control Panel\Desktop\ScreenSaverIsSecure = 0
Every occurance of ScreenSaverIsSecure in my registry has a value of 0.
Yet...whenever my screen saver kicks in, it is password protected.
Any other areas to look? Any other registry keys to search for? I have
viewed everything that starts with 'screensave'. Don't know what else
to look for......
Thanks.
