Hii, check the event viewer for what error is it showing up. type:
eventvwr.msc in start > run. Until then here's a way to access user accounts
settings:
Workaround: create a shortcut with the following in the path:
"C:\WINDOWS\system32\rundll32.exe" netplwiz.dll,UsersRunDll
This will give u access to a tab based "user account" settings. famously
knwn as user accounts 2.

When I try to open "User Accounts" through the control panel I get an
error
that says "Unspecified Error". I am logged on as an administrator and seem
to
be able to perform other administrator functions. I re-booted into safe
mode
where the error does not happen and created a new administrator account,
but
I get the same error. I have Windows XP Pro (SP2).
