Hii, check the event viewer for what error is it showing up. type:
eventvwr.msc in start > run. Until then here's a way to access user accounts
settings:
Workaround: create a shortcut with the following in the path:

"C:\WINDOWS\system32\rundll32.exe" netplwiz.dll,UsersRunDll

This will give u access to a tab based "user account" settings. famously
knwn as user accounts 2.

When I try to open "User Accounts" through the control panel I get an

that says "Unspecified Error". I am logged on as an administrator and seem
