in general, a power user can install programs and printers for oneself
unless lock down in effect from policy or customization. installing the
actual printer device driver may present a problem when %windir% is read
only instead of create/read. so you may have to accommodate temporally
change the access so the user can add/create

Is it possible to allow a Power user to setup a printer at home?
Is there any way to do this without giving them administrator access at
least temporarily?
