What is happening with Norton I don't know and I can't be sure. ;-)
Windows XP SP2 has a Security center.This is a monitoring service and it has
no protections . When Norton is being installed it turns off this antivirus
monitoring by default because accourding to Symantec it is a self-protection
and there is no need of duplicate alerts. And this is not a problem.
Obviously there is a problem or problems with Nortona dn you no longer can
use it.
I suggest you :
Goto Add/Remove programs in Control Panel
and remove Norton
Restart
Again in Add/Remove programs , Now remove Symantec stuff
Restart
Now remove LiveUpdate
Restart
Goto C:\Program files
and manually delete all files/folders that are connected to Norton ,
Symantec , Live Update.
Then , disable System Restore

Turn System Restore ON again:

Now , goto Security Center in Control Panel and turn ON all alerts.

Perform correctly and systematically the malware removal instructions to
check and clean your PC !!!
If there is an infection , you'll be able to clean it. Then , get rid of
Norton and forget about it. Use another AV / AS software(s)
