Powering off is the only way to restart or shutdown!

Hello,
Running Windows XP Pro, on Intel MB, P4 3.00 GHz, 1 GB RAM, 80 GB HD
Lately, my system takes too long to restart or shutdown, more than 5 minutes
(that?s what i could wait for), actually, it never restart or shutdown
unless by powering it off!
