Active-X suddenly shuts down my antivirus

Maybe I'm not explaining this properly, but the facts are these:

Suddenly my Norton anti-virus updates would not activate, and reason, I was
told, was this: "The Internet Explorer information bar has temporarily
blocked the install of a necessary ActiveX control that is required to..."

For hours I followed every link to a possible solution, usually to "download
an ActiveX control", but it only produced an endless loop. Desperately,
believing that Norton's had just given up on me, I tried to download its
competitorMcAfee, but couldn't: the same ActiveX problem. Many times I
clicked on the yellow bar to allow blocked information, but it did nothing;
I also unblocked data from the tool bar.

Any comments wold be most appreciated. I feel like I'm walking on thin ice
without antivirus.

I have WinXp - Sp2 (ran an update check anyway; all fine). Word 2000, but no
Office. Plenty of drive space and memory.
