Not totally and you don't give us a lot of info on your situation such as if
the operating systems are XP Pro or XP Home and if the computers are part of
an Active Directory domain or not. You can make user local administrators
and then try to prevent them from installing software with Software
Restriction Policies in XP Pro but all they have to figure out is that they
can boot into Safe Mode to bypass SRP. It would be better to try and make
the user just a regular user and then look at what they need to do and see
if there are ways to accommodate such or maybe they do not need to have as
many abilities as you think. If you could be more specific on your
situation and what users need to do maybe someone can help more. --- Steve

I want to be able to set my users with the ability to do everything except
installing new software. Can I do that ?
Another thing, where in XP can I change my users settings, meaning update
there profiles easier then the Adminitrative tools ?
