Found solution. I had Windows Live OneCare beta installed. It would allow
only certain parts of the GPo to take effect. Odd how it would turn off
the
firewall. I suppose the Windows Live OneCare must have it's own inbuild
one.
Anyway, uninstalled Windows Live OneCare and gpo worked. Thanks for your
help
