Make sure that the Remote Desktop Users group has the user right to allow
logon through terminal services on the computer in question that they are
trying to access via RDP. Use rsop.msc on the computer or the mmc snapin for
Resultant Set of Policy on a Windows 2003 domain controller to see what
Group Policy settings apply to a particular computer and the winning GPO

I have several users who cannot log on to XP workstations via Remote
Desktop
unless they are explicitly given the "Allow log on through Terminal
Services"
right in the local security policy. The users are members of the Domain
Admin group as well as the Remote Desktop Users group. Other members of
the
Domain Admin group work fine without having to be explicitly given the
right
in the Local Security Policy. Because I can give them the explicit rights
at
the Local Security Policy level all Active Directory based GPO's are out
of
the equation. Any help would be greatly appreciated
