Date and Time Properties?

Greetings,

I'm not a sysadmin expert, so apologies in advance...

In Date and Time Settings | Internet Time: I've noticed that the "Update Now" button is not enabled unless the user is logged in as an Admin. Is there a way to enable this button for Users?
