After erradicating a few virus's on my computer, I now cannot get the
Windows Security Center to start or display the Windows Firewall. I

is infected. I need help. Please email me. Thanks.
Your system is still not clean. Go through these malware removal steps
systematically:

The round red icon may come from a program called Winfixer, Spyaxe, or
Spyfalcon. There are instructions for removing that malware at the site
above also.
