I have a Laptop user running windows XP SP2. Yesterday the user was
logged onto our WIN2K3 Domain just fine. Today he is on the road and
is trying to login to his laptop using the same username and password
credentials he always uses, but it is saying his username and/or
password are incorrect. This ID and password are domain acct ID and
Passwords. So is there a way to clear the cached password locally on
an XP machine, for an account that is a domain account?

By default, cached credentials and cached profiles are enabled - unless you
have group policy set up to deny it. Does anyone else have this problem?
Without your being able to get your hands on the laptop to check it out,
it's hard to say what might be going on, outside of having him double and
triple check that he is typing in his login name, password correctly and
choosing "log on to" the domain, not the local machine.
