Allow me to suggest the following:

Go to the Start menu, Settings, Network settings, right click your
connection, chose Properties, Networking, and make sure that files and
printers sharing in Microsoft networks is enabled.

If you're connected, disconnect and reconnect, and try using FTP now.
I suppose this is what worked for me; it's now working, with the
WinXpProSp2 firewall enabled.
