XP Reboot by itself in SAFE MODE

hi
i have a XP SP1 laptop here which is infected with spyware.
I tried to boot into SAFE MODE by pressing F8. but before it reached to the
desktop the system reboot by itself.
It can boot smoothly in normal mode. But in normal mode, MSCONFIG, TASKMO
nand REGEDIT cannot be started. It will just flash for 1/2 a second and then
get killed off.
I know spyware cleaning usually start from SAFE mode but now i cant even
get into it. Any suggetsions?
