security tab problems

I have 3 computers on a network.. All three run windows XP Porfessional
Service Pak 2. So far I have tried to share files on two of them. One sees
shared files on the other, but when i try and access that shared files on
the firt from the second I get a message that I do not have permissions to
access this machine and should contact the system administrator. This is a
network in my home and I have the administrator and only user. On computer
2 I can set permissions to files and drives though the share and permissions
tabs. However on the first machine there is no permissions button on the
share tab and no security tab. The same is true for the third computer.
All had dist and formatted for NTFS.

Can any one explain why the security tab is missing on two computers and not
the third and absent this tab how I can set permissions on these two
machines.
