adding internet privilege to User account

Quite a while ago I created a user account called Myguest, with no
password, on my WindowsXP Pro. I recall I managed to limit access to
drives and folders that I didn't want someone prying into. I use a
Windows2000-type login where the users don't show and you have to know
user names as well as their passwords.
I got thinking that I'd like to perhaps allow someone to check their
email via the internet while at my home. When I went into Myguest just
now I found that there was no internet connect when I tried to use IE.
I have Verizon broadband that I installed sometime after I created the
Myguest account, it doesn't show in the user account Myguest. If I CAN
somehow use my Adminstrator privilege to run the 'New Network Wizard'
within Myguest, would that be the way to do it? Or can I somehow go
into Network Connections when I'm in my main account and designate
Myguest as a worthy user?
