It isn't set that way out of the box. Either you set it that way
inadvertently or someone else did. If this is a corporate workstation,
see your IT Dept.
Log into the built-in Administrator account (which will not be visible
on the Welcome Screen after a second account with administrative
privileges is created) and change the password and fix the expiration
option.
Since you have XP Pro, at the Welcome Screen, do Ctrl-Alt-Del twice to
get the classic Windows logon box. Type in "Administrator" and whatever
password you assigned when you set up Windows. If you don't know the
password or this doesn't work, use NTpasswd to change the built-in
Administrator password to a blank. Then log in, etc.
