| When removing malware from a computer, sometimes it leaves damaged files
| on the computer, or deletes some files that you need.
|
| Microsoft has a utility that can help in some cases, you can run it and
| it will reinstall missing/broken files/settings, try this and see if it
| helps.

The problem she experienced isn't file related that the System File Checker can resolve.
The malware has locked user abilities via Local and/or Group Policies.
