1. What changed between the time things worked and the time they didn't?

2. What is the virus/malware status of the computer? If you think it is
clean, what did you do to determine this? What programs did you use?

3. Are you running the beta MS antispyware tool? It has a known issue of
disabling the Windows Firewall. To reset firewall:

Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.

4. Windows XP Service Pack 2 problems/The Service Pack 2 firewall

5. Do you have Norton or McAfee AV 2006 version with a Security Center?
Each of those programs has a firewall and disables the WF.
