NAV has possibly damaged the Visual Basic Runtime. You can attempt to reregister it, but, it doesn't sound as if it will.
Try that first by going to Start, Run, type in
regsvr32 msvbm60.dll
Click OK. If you get an error message, then download and install:
Visual Basic 6.0 SP5: Run-Time Redistribution Pack (vbrun60sp5.exe) http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=BF9A24F9-B5C5-48F4-8EDD-CDF2D29A79D5
Then run netsh winsock reset to restore the Winsock.
