Try booting into safe mode and then try logging on as administrator and if
you can access the account properties for the locked out account and uncheck
that the account is locked out. To find which users are local administrators
run the command net localgroup administrators. If nothing seems to help you
could try putting the hard drive in another computer or boot from something
like Bart's PE and copy the sam file from the windows\repair folder to the
windows\system32\config folder though I suggest you rename the sam file in
the windows\system32\config folder first. If that works you may have a
different password in the sam file you copied over since it may be the one
from the original installation of the operating system though there are
tools that can reset the administrator password if you forgot it and I think
the same tool may have an option to unlock locked accounts though I am not
positive as I have not used it for a while. See the links below if you are
