In XP Pro, open Windows Explorer and go to Tools, Folder Options, View. Scroll down and uncheck Use simple file sharing.

In XP Home, by default, you can only see the Security tab when booted in Safe Mode.

How Do I Get the Security Tab in Properties - XP Home (makes the Security tab appear outside of Safe Mode)

Additionally, your hard disk must be formatted with the NTFS file system to see the Security tab, at all.
