easiyt (but perhaps a bit risky) way would be to give read permissons
of mshtml.dll to only the administrator group. Of course, the problem
arises that some other things (for the user) may brake. For example
the "User Managment" panle (for some reason) depends upon mshtml.dll,
and hence will no longer work (I have absalutly no idea why microsoft
where possesed to use html and javascript to code this menu). A few
other things may also stop working, but this is the one that comes to
mind right now. (mshtml.dll is located here:
C:WINDOWSsystem32mshtml.dll)

Note: This method will only stop IE from working, asuming you dont
have an alternative browser (like every one should) then non
administrators wont be able to browse the web, but other intenret
based programs will be able to (asume they dont stricktly depend on
mshtml.dll)
