Stopping applications from re-using certain TCP/UDP ports

Hello,

Is there any way that I can prevent applications from using certain ports.

For example, I'm blocking 1080 inbound on my external firewall, yet
sometimes traffic from a port 80 connection is
returned to IE that's allocated itself 1080 to listen upon. I want to stop
IE allocating itself port 1080 and instead to use
1081 ? (The reason why... to stop my firewall misterpreting the returned
data on 1080 as an attempted attack).
