Strange problem with wallpaper

Hi all,
We have a strange problem deploying a wallpaper in a group policy. In the
GPO we enabled Active Desktop and specified a jpg image on a network share.
The image is set to stretch over the screen. The policy setting “Allow only
bitmap wallpaper” is set to Not Configured. This GPO applies to all users in
the domain.
However, when users logon for the first time, only a little bit of the
picture is shown! The rest of the desktop is filled with the default desktop
colour (in our case blue). Icons and the Start menu is shown as normal. After
a few moments we refresh the desktop, and suddenly we can see the entire
image.
We tried to change the wallpaper to a bitmap file, but we got the same
problem. We also varied the size of the image, still got the same problem.
Our environment: Windows Server 2003 Standard SP1 (English) on all servers
and Windows XP Professional SP2 (Swedish) on all clients.
Any ideas?
