Do you have a third-party firewall installed or an antivirus that
includes "worm protection" like Norton or McAfee? If so, then that
application is acting as a firewall which would disable XP's. If not,
please provide more details about your computer so you can get focused
help.

MS antispyware tool disables Windows Firewall (or to reset firewall):
Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.
