SECURITY CONSOLE

I recently went to the internet explorerv6 XP and noticed that under internet
tools the tabs to delete cache and security settings are gone. I went to
control panel/windows security center and clicked on settings and it said
that the system admin had locked this feature. I am the admin. Any help on
how to turn that feature back on from safe mode--McAfee AV and security
center-- I did uninstall them and still no go.
