unencrypt my encrypted files

Hi

I recently had to reinstall my windows 2000 advanced server, so what I
had done was to move my files over to another pc. Some of the files
were encrypted now when I go to open or copy the encrypted file on the
second computer it is telling me I can not do it. Is there a way to
unecrypt to those files, is there a software that might do it.

Oh ya since I did reinstall my os I lost the certificate that came with
the unique key.
