I havn't seen this problem before, but I don't think the windows firewall
blocks outbound traffic, just inbound. It sounds like it might be a seperate
problem from your computers firewall setup. You might make sure there are no
other obstacles such as a hardware firewall, restrictions from accessing the
site using a NAT (non-routable) address, etc.
