How To change default Power Mngmt Policy?

How do you ?
A.) Grant a User permissions/rights to change power management policy
without making that user an Administrator or a Power User? It seems that in
WinXP the default power management policy overides the User's settings.
or
B.) Change the default power management policy in WinXP for all Users?
