Offline file encryption Setup

Configuring 4 notebooks and would like to take advantage of XP Pro's file
encryption. The notebooks have XP Pro, but our servers are Y2K. A few
questions:

1) Is it better to control this via Group Policy or just as effective if
configure on the client's themselves.
2) Is it better to synchronize offline files at logoff or login for mobile
users?
3) Why doesn't it allow .mdb files to be accessible offline?
4) How come when I try to enable encryption of the offline files on the
client, I get an access denied message?
