rename Administrator on xp pro

I've read KB 320053 and 816109 and am familiar with using gpedit.msc
problem is a laptop which normally is docked and connected to domain servers via
internal LAN
I am trying to create a non-docked administrator group user and although I can undock
the machine and logon with the local machine Administrator account, I am unable to
create a new user even when logged on as "Administrator"
it actually allows me to type in the new user name and password but will not keep the
change, comes back with "Access denied"
there appears to be some sort of global policy in effect even when undocked
could someone point me the way to which security option to set or which permission to
grant the Administrator so that I can create a new user?
